Regulatory Compliance and "Payback" Management
A unique and complex feature of the Italian PMS in 2026 is the management of the Payback System. This is a mechanism where pharmaceutical companies and pharmacies must contribute to covering expenditure ceilings exceeded by the National Health Service (SSN).
The software must track the "Distribution per Conto" (DPC)—medications purchased by the ASL (Local Health Authority) but dispensed by the retail pharmacy. The PMS calculates the specific handling fees (aggio) and ensures that the financial reporting to the ASL is accurate to avoid legal penalties and ensure the pharmacy is correctly reimbursed for its logistical role.
